I am 18 years old and my girlfriend is 17. We get a little physical. Yet, she complains I am not romantic. What should I do?

I am 18 years old and my girlfriend is 17. Whenever we meet, I move my hands over her breasts. We kiss too, but only for two to three minutes. I also put my hands inside her dress and move it over her tummy. Yet,she complains I am not romantic. I dont want to indulge in sex so early in life. What should I do?
