Will my penis size increase?

I am a 51-year-old diabetic. Whenever I try to have sex, I am not happy with the size of my penis which is always flaccid. It leaves me low around my partner. Since implants that can be bent and made erect whenever required, are now available, I wish to know more about them. Will my penis size increase? Can it cause impotency? Is it safe? Also, who is the best surgeon to approach?
